JAY-Z, FOO FIGHTERS, TINA TURNER, etc. in the Rock and Roll Hall of Fame Jay-Z's imperial state of mind is well documented, but what about the state of mind of the horse chestnut?  He will find the answer later this year when he celebrates his inductance into the Rock and Roll Hall of Fame in Cleveland, Ohio.  Artists such as Tina Turner, Carol King, Go-Go, Foo Fighters, and Todd Rundgren participated in the 2021 course,  which the organization called the most diverse participant ever.  Soul, New Wave, Alternative Rock and Hip Hop; the launch of Turner, King and Go-Go marked the first time that three female artists managed to enter the category of performers in the same class.  The Music Excellence Award also includes rapper LL Cool J, soul/R&B legend Billy Preston and metal guitarist Randy Rhoads, as well as German electronic pioneer Kraftwerk, jazz poet Gil Scott-Heron and blues musician Charlie. The latest survey from Indonesia’s state civil apparatus commission, Komisi Aparatur Sipil Negara (KASN), found 26 counts of promotion without open selection processes, 10 problematic open selection processes and 207 cases of relocation, promotion and discontinuation without clear rationale in national and local government in 2019. Law 5/2014 on the State Civil Apparatus mandates that promotions must be based on competency. Promotions at the higher echelon levels I and II require a committee to conduct an open selection process. Promotions at the lower echelon III and IV levels occur through direct appointment by the head of local government, who should consider the competency and track record of a bureaucrat before appointing them. Contrary to expectations that the Quad might continue as an Indo-Pacific ‘talk shop’, the Joint Statement after the summit envisions deliverables over the short- to medium-term. Covid, India: Dozens of dead bodies were washed away on both sides of the Ganges  In the second wave of fighting between northern India and Covid, dozens of other bodies were found on both sides of the Ganges River in northern India.  In recent days, more than 50 bodies have been found in Gahmar, Uttar Pradesh. There are at least 40 calls on Monday.  They withdrew from the river about 55 kilometers downstream of Gakhmar.  It is not clear how the bodies were delivered, but they are believed to be victims of Covid-19. The move reflects Hanoi’s unease over Beijing’s growing influence over its closest ally. China has overtaken Vietnam as the largest investor and lender in Laos. Keeping Laos by Vietnam’s side is a top foreign policy priority for Hanoi. The question is how without engaging in costly competition with China. Laos is Vietnam’s most trusted friend. The two communist states fought together against the United States during the Vietnam War. It would have been difficult for the Pathet Lao to come to power in 1975 without the support of Hanoi.
